Why let someone build storage that covers the whole shuttle if you can not add a seat.

A hydrazine thruster has 3 tier 1 slots.
One of those has to be a hydrazine canister so you have 2 available for storage.
A flattened medium storage with all slots flattened to a single plane.
Using medium storage silos turns each tier 2 slot into 24 tier 1 slots.
